The story of Tehran and Iran Chamber of Commerce In 1263, the “Merchants’ Lawyers” Assembly was formed as the first institution to support Iranian businessmen. It was later renamed the Chamber of Commerce. Historians of the history of Iran’s economy believe that the basis of all trade union and specialized activities of the country’s commercial sector has been formed from this institution. This modern economic institution was founded by Haj Mohammad Hussein Amin al-Zarb and continued to operate under the same name until 1305. On October 7 of this year, this institution was renamed the “Tehran Chamber of Commerce” and for the first time in the list of organizations, the Ministry of Commerce was registered. During this period, Haj Amin Isfahani was the chairman of the Tehran Chamber of Commerce and Haj Mirza Aboutaleb Islamieh , Mirza Abdolhossein Nikpour, Faqih al-Tajjar, Agha Mirza Ali Mahlouji and Agha Sheikh Hossein Hariri formed its delegation. Until 1311, Haj Amin Isfahani was still the chairman of the chamber. In the next chamber election, Haj Hossein Mahdavi became chairman. But the presence of Haj Hossein Mahdavi did not last more than a year and then Abdolhossein Nikpour was elected as the chairman of the Chamber of Commerce from 1313 to 1335. During Nikpour’s presidency, the Chamber of Commerce changed its name again, and according to international custom, it was renamed the “Chamber of Commerce”. The Chamber of Commerce only supported the country’s commercial body, and on this basis, some time ago, the country’s industries also established an institution called the Chamber of Industries and Mines. In 1336, the draft plan of this new chamber was submitted to the parliament several times. However, in 1340, a number of industry owners pressured the government to establish a Chamber of Industries and Mines. Finally, in November 1341, the Chamber of Industries and Mines was formed with the membership of a delegation consisting of 30 manufacturers and miners of the country. However, the law of the Chamber of Industries and Mines was officially approved by the parliament in 1964. In March 1969, it was decided to merge the two rooms to prevent further parallel work. The Chamber Merger Law provided for 72 members of the Iranian Chamber of Deputies, of which 35 were representatives of the Tehran branch, 20 were representatives of the city branches, and 17 were representatives of the unions of producers and exporters and importers affiliated with the chamber. The Tehran Chamber of Commerce, Industries, Mines and Agriculture continued to operate in the same manner until the early days of the revolution and played an effective role in the processes of passing and implementing laws and even formulating development plans. With the victory of the revolution, the Iran Chamber also emerged as an institution that needed extensive changes in its governing body. In 1978, immediately after the victory of the Revolution, a delegation took over the administration of the Iran Chamber of Commerce by the order of Imam Khomeini. The committee consisted of: Haj Agha Tarkhani, Mr. Seyed Alinaghi Khamoushi, Mr. Assadollah Asgrawladi, Mr. Mir Mohammad Sadeghi, Mr. Mirfanderski, Mr. Mohammad Ali Navid and Mr. Abolfazl Ahmadi. In the first election that took place in the chamber after the mission of the Imam-elected committee, Seyyed Ali Naghi Khamoushi was elected as the chairman of the Iran Chamber and the chairman of the Tehran Chamber. He held this position until 2007 and after him Mohammad Nahavandian, Gholam Hossein Shafei and Mohsen Jalalpour (2016) were elected as the heads of the Iran Chamber. Also, during the past years, Mohammad Reza Behzadian, Mohammad Nahavandian, Yahya Al-Ishaq and Massoud Khansari have been the chairmen of the Tehran Chamber.
